    Fire and Ice

Fire and Ice, 3, MaSh (Drums-98C)
    Instant Ability—Fire Frost Elemental
Your hero may deal 2 fire damage to target hero or
ally, and it may deal 1 frost damage to a second
target hero or ally. A character dealt frost damage
this way can't attack this turn.

I would read this card so that, the Hero of the player that playes Fire and Ice deals the 2 fire damage to a target hero or ally, and afther that the owner of the dagamed hero or ally would choose wheter or not to do the 1 damage to another target hero or ally. Is this realy what this card is ment to do? Seems a realy bad card if so.

It is just that 2 damage for 3 resource and with a significant downside it is just totally unplayable in any mage or shaman decks.

    Re: Fire and Ice

No that is not how it works. Targets must be selected when the effect is put on the chain so the player using Fire and Ice would be selecting all the targets. The 'may' is just in there so that it is optional that it deal the second packet of damage.

The wording is a little vague and the it could still be referring to your hero instead of the damaged hero or ally. Although strictly speaking it should indicate the damaged ally or hero. IF that is truly what is meant then it is just indicating that the damage is coming from a different source than your hero. However I HIGHLY doubt that is the case. I think it is just awkward grammar and your hero is dealing all the damage.
